Salford City Council (namely Cllr Merry, Cllr Lancaster and from the Childrens' Directorate - Cllr Warmisham and Jill Baker) have achieved the remarkable!

They have been able to whitewash almost 100 formal complaints, completely ignore East Salford Community Committee, turn a deaf ear to local businesses, and dispense with over 850 signatures, against the relocation of the Citywide Youth Offending Service to the Residential area of St Simon Street. This location being on the most extreme periphery of Salford, and the lease centralised location possible.

They have avoided their duties and responsibilities in performing impact assessments, re-interpreted statute and their own rules, they have misrepresented information and completely thwarted Community Engagement. Other Departments and Partners have deliberately withheld information from Scrutiny Committees, the general public and Full Council and have prolonged FOI requests until after decisions had been made.

In doing so, they have achieved the relocation of nearly 200 Vulnerable Children into the most deprived area of Salford (according to the Department of Communities and Local Government SOA's), with one of the highest problems in drug-related Crime, and car crime - thinking that it will help not only the Youth Offenders but the larger Community?

Community Committee call for Emergency Meeting

East Salford Community Committee (on the 26th March 2009) called for Emergency Meeting to discuss the relocation of Salford's Youth Offending Service to Blackfriars Office on St Simon Street. Something which the local businesses, resident groups and wider Community is against.

The City Council have refused to hold this meeting! What is the point of a Community Committee if it is to be ignored?

We now have 20 minutes on the Agenda at the next East Salford Community Committee (11th June 2009 - Church of the Nazarene - Great Clowes Street) in which to raise further issues......

Call In Result

We were shocked and a little dis-heartened at the process of the Call In, Cllr's didn't seem to understand the Constitution, Statute Law and Procedures, they didn't even know who was eligible to vote on the decision. They had also been advised not to allow the 'document' (EVIDENCE on V V web site) into the proceedings which clearly breached a whole number of principles.

Further to the Call In - where we successfully convinced 4 out of 5 Cllrs to review the decision, it now goes back to the Full Council after the By-Election on the 21st May 2009.

We should be given a few minutes to speak - and also the opportunity to set some questions for the Council to answer in the first 30 minutes of the Meeting.

Crime Figures connected to Encombe Place

How many of the Kids that use Encombe place have been caught re-offending within a couple of hundred yards of the place?

The Council would have us believe that there was no evidence linking Encombe Place to Crime in the surrounding areas - is that true?

'There were a total of 457 Serious and Acquisitive crimes recorded on the F2F7 (Trinity) beat and surrounding 7 beats. The majority were Theft From Motor Vehicle crimes, as the F2F7 (Trinity Beat) where Encombe Place is located, is the centre of the Chronic Theft From Vehicle Hotspot for Salford.'

'There were 121 Serious and Acquisitive crimes within 0.5-mile radius of Encombe Place, Salford during the 3-month period 01.10.08 to 31.12.08. The side streets either side of Chapel Street (A6) within Trinity and Islington were the location of several clusters of Theft From Motor vehicle crimes over this 3-month period.'

'Theft From Motor Vehicle crimes account for 88% of the Serious and Acquisitive crimes occurring within half a mile (0.5) mile radius of Encombe Place, Salford over the period 01.10.08 to 31.12.08. The remaining crimes were made of 7% Burglary Dwellings (x8), 2% Robberies (x3) and 2% Theft of motor vehicles (x3).'

'The threat of crimes increased from 10:00hrs, with a spike around lunchtimes 13:00 – 14:00hrs. However, the crime rate appears to increase rapidly from mid afternoon though to a peak time between 18:00 – 19:00hrs, after which a steady decline through to 23:00hrs occurred. This is a similar time pattern to crimes recorded within the half-mile radius of Encombe Place.'

'On a bigger scale, when hotspot mapping of the Serious and Acquisitive crimes across the Salford East and Salford Central Neighbourhoods is conducted for the same 3-month time period, the previously identified ‘warm’ spots around Encombe Place become hotspots due to their close proximity.'

Cllr Warmisham's Decision

I cannot actually believe that Councillor Warmisham reached the decision, to re-locate the whole of Salford's Youth Offending Service, into St Simon Street. Whilst they may be a need to find another location for the Salford-wide service, clearly locating it in the most deprived Super Output Area Ward in Salford makes no logical sense! (Salford 022a)

Individuals and groups from the local community provided an incredible amount of data, evidence, formal complaints, signatures, directives, alternative policy and clear Council failures at the two Lead Member's briefings (all in front of the City Solicitor - Anthony Rich), but the Councillor took just 10 minutes to reach this bizzarre decision.

Let's see what happens when the decision gets 'called in'!
